(1) At least 75 percent of the master (chief officer) and other sailors of a Nepali ship should be Nepali citizens. However, if there is a special need, as a temporary arrangement, the government of Nepal may allow the appointment of Nepali citizens as the master (chief officer) of a Nepali ship and other sailors and officers from the second year of the registration of the ship in terms of proportional percentage until the eighth year. .
(2) Notwithstanding anything written in sub-section (1), a citizen of a country in a state of war with Nepal cannot be appointed as a master (chief officer) sailor or employee of a Nepalese vessel.
(3) When appointing a master (chief officer) sailor or employee of a Nepali ship, Nepali citizens must be accepted.
